Complete the Blackstar weapon quest mentioned in the [Combat] [Lv. 51] Legendary Blacksmith questline, or listen to the Black Spirit's explanation.

If you want to start on your journey to forge your own Blackstar gear, then you will need the knowledge about "The Three Legendary Blacksmiths of Mediah." This knowledge can be learned by completing the quest "Altinova, the Land of Blacksmiths."

You can find the [Lv. 51] Mediah: The Legendary Blacksmith questline under the Suggested tab in the Quests window.
