Craft a Thick Fishing Rod as Crio told you.
1. Purchase a house that can be used as a Tool Workshop (3-2, 1st Floor) from the World Map ([World Map]).
2. Put materials (Ash Timber x1, Copper Ingot x1, Black Stone Powder x3) in Storage.
3. Hire Workers from Santo Manzi.
4. Select [Manage Crafting] from Tool Workshop on the World Map.
5. Craft a Thick Fishing Rod.
6. Find the Thick Fishing Rod and equip it.
