Decia Murda, deputy of Lizella Aeo, the Talibahr Commander.

Decia wonders why she can't persuade Cartil Tankta, the Second Chief, and his Turo folks even though the Grand Chief and the rest of the Turo tribe was persuaded. She thinks the Orzeca Lightstone might be the reason for this. Old records say that the Turos are the only ones who were not affected by the Orzeca Lightstone.
